Notice of Request to Change Rates for Puget Sound Energy Electric and Natural Gas Customers

Puget Sound Energy filed a request to adjust electric and natural gas rates to offset increases in the cost of energy efficiency investments made available to customers. If approved by the Washington Utilities and Transportation Commission (UTC), the cost for electric service will increase an overall average of 1.48 percent and natural gas service will increase an overall average of 0.11 percent to offset increases in the cost of energy efficiency investments made by the company. The expected effective date of the increases is April 1, 2008.

An electric residential customer who uses an average 1,000 kWh per month will pay an additional $1.47 per month, bringing the average monthly electric conservation program charge to $3.27.

A natural gas residential customer who uses an average 68 therms per month will pay an additional 9 cents per month, bringing the average monthly natural gas conservation program charge to 63 cents.

The overall average increase for electric commercial customers is as follows:
Schedules 24, 25, 26 and 29........................................................... 1.50%
Schedules 31, 35, 43 and primary voltage 449...................................... 1.61%
Schedule 40............................................................................... 0.00%
Schedules 46, 49 and high voltage 449............................................... 0.00%
Outdoor Lighting.......................................................................... 0.95%

The overall average increase for natural gas commercial customers is as follows:
Schedules 31, 36, 41, and 51.......................................................... 0.12%
Schedule 16............................................................................... 0.00%
Schedules 85, 86, and 87............................................................... 0.14%
Schedule 57............................................................................... 0.00%

PSE requested this increase through the existing Electricity Conservation Program Charge and Natural Gas Conservation Program Charge mechanisms previously approved by the UTC. The mechanisms allow PSE to periodically adjust its electric and natural gas rates to reflect changes in investments in energy efficiency.

The UTC has the authority to set final rates that may vary from PSE’s request, either higher or lower or structured differently depending on the results of its investigation.
